Is it actually running out of memory, or does it just think it's running out of memory?

Never got a message, just maxed out the available memory on the machine. Closing the program restored memory so it wasn't a leak, so now I think it's just that face detection will take a lot of resources. I was never able to get the program to organize the entire library

Don't expect a meaningful error message if you have been hit by the Windows 10 (1803) update. It does not hurt to try the workaround explained step by step in the previous link to edit the registry. Many users with much RAM like you have found that to be very effective.
It's true that face recognition takes a very long time to index with large libraries to begin with.

By the way, you could try installing the free trial version of the new PSE2019 which is immune from the Wind 10 bug and is faster on configs like yours. (full features for 30 days).
