Elements 2019: Polygonal lasso not working with high resolution display

Now that I have a 4K monitor, the PSE polygonal lasso won't start (ignores initial click) in roughly the upper 25% of the display.  If I reduce screen resolution vertically, to 1440, it works everywhere.  I searched the forum and see posts about this problem from up to 5 years ago,  so it seems there's no point reporting it as a bug, but is there any other workaround?   I just upgraded from 15 to Elements 2019 and that didn't help.  Windows 10, and yes I have a supported video card with the latest driver.
