Elements 15
I have Elements 15. When I go to save it, the different versions aren't there anymore. I used to have a save as option and it would show as 'edited'. When I am looking at my pictures in the organizer, I see an NEF file even after I have saved the photo as a jpeg. The only way I can see the edited version is when I look at the file saved on my computer.

Clicking the arrow will show all versions in the version set.
To switch between grid modes enter ctl-d on a PC.

Elements only tags a file as edited if "Save in version set" is ticked. If this is unchecked and if Save a Copy is unchecked, Elements will overwrite the previous jpg file. As said above the "include in organizer" option must be selected for the edited file to appear in the Organizer.
I know you said that you see the jpg when you use the file explorer. But I will ask anyway if there is any chance you are overwriting the NEF file?
When you do a Save in Photoshop Elements it should show a window that identifies the file name and extension that is being saved. Are you seeing filename.NEF? Or something else? If you see filename.NEF you are overwriting the original and there will not be an edited version. (this does not seem to be your situation but I will describe it anyway for others who may see this thread).
There are two options for ACR to send a file to the editor?
1) NEF is a raw file. When you select that file for editing Adobe Camera Raw (ACR) opens. In the lower right corner of ACR you will see an button "Open Image". This will open the original RAW file for editing in Photoshop Elements. When you do a Save in PSE it overwrites the original RAW file.
2) If you hold the alt-key equivalent in the MAC, the "OPEN IMAGE" button changes to "OPEN COPY". ACR sends a copy of the file to PSE and you are less likely to overwrite the original Raw File.
