Elements 13: Constantly wants me to update to 13.1. I cannot run the program.

I have had Elements for 2 days. I had to contact support yesterday in chat. Was told to uninstall and reinstall. Did this and today when I opened elements I have the same problem. Install Update 13.1 keeps coming up. It will not go away. yesterday I installed the "update" and when I reopened Elements there was the Update 13.1 again. It will not go away. I push the install when program closes and then the Update 13.1 comes up again. This just keeps happening telling me to install and then saying it is installed, telling me to install, telling me it is installed. This is not what I expected from an Adobe product. Is this a sham just to get people to buy Elements 14? If I had waited a day I could have had 14. I need this problem fixed. Florence Hughes

I had the same problem.
From the elements toolbar select Help>Updates... and download any updates

I pulled down an update to application manager as well as the 13.1 update

For me the solution to this problem was:

separately Update of camera raw 9.0, and then Elements 13 6.1

via help/update and select first camera raw

On my notebook even reinstalling Elements 13 did not solve the Problem.

I'm frustrated too! This is not what I expect from an Adobe product!

I finally figured it out myself after a frustrating go round with tech support.
Now my serial number has been revoked.
If they also refunded my money that would be OK but they haven't.
Spite work?

Hi Stanley,

Can you please let me know if upon launching PSE Editor or Organizer, when you select Help > System Info, which version is being shown- 13.0 or 13.1 ?

Which operating system you're on? When updater runs, all adobe applications must be closed. In case you see an error message, please share a screenshot.

I figured out how it works also but I am so disgusted with the attitude of the Adobe people that I'm accepting the refund that they have promised me (I haven't gotten it yet) and I will not have anything to do with Adobe again, if I have a choice. They seem to feel that they have such a lock on the market that it doesn't matter how they treat customers. There are other image processing applications. Goodbye.

I recently loaded photsshop 13 onto my new Windows 10 computer. Everytime I start photoshop is says that the application manager has an update. I have used photoshop over a dozen times and the update still keeps happening. How do I stop it?

Continually get an 'Update is available RAW 9.2' have installed many times. But on start next time the same update appears. Have also tried update on close.
Have also updated from Elements 13 to 14 both versions have the bug

After upgrade Photoshop Element 13 in order to run with Mac OS El Capitan,
when I quit the application it is always asking me to renew a new upgrade.
How can I cancel this question ?
