Split Toning was replaced by a more advanced Color Grading in the latest release.

As Victoria said, Split toning is now Color Grading. You will find it under the Color menu in the Edit panel.

iOS:

Adjust color in your photo

Android:

Fine tune color in your photo

It's been replaced by the Color Grading tool in the Color panel. It can do all the same stuff as Split Toning and more.
