You're probably on Android. To do this on Android, I believe you can find Technology Previews from Android's settings for Lightroom. Rather than in Lightroom itself.
Ok, now I'm even more confused, Yann. I'd leave this for someone else to chime in. On the help page I linked above, it does say that it supports up to 11 pro so it's prob just not available yet.

The Long Exposure Technology Preview feature has been introduced in Lightroom for mobile iOS 3.3 (June 2018 release). This feature is supported on iPhone 7, 7+, 8, 8+, X, and 11 Pro models only.
It may just be that iPhone 12 models aren't fully supported as yet(some people are still waiting for their delivery of the phone lol).

Go to settings(gear icon to the top, right), then down to 'Technology Previews'. So Library Tab> Settings>Technology Previews> Long Exposure
