Tech previews may or may not appear depending upon whether your device is supported for the feature.

Do you really mean Lightroom Mobile, or do you mean Lightroom Web? If the latter, the technology previews are found when clicking on your avatar top right, not under the Lr logo top left. Currently only the Collaborative Proofing tech preview is available in LrWeb.
