Lightroom CC for mobile: Fully functional version (like desktop)

Some of the new mobile devices are plenty powerful enough to run a fully featured app. Can’t you just limit a set amount of devices that can run a fully functional app? There are just too many things missing. I would love to use the iPad for all the photo editing but I feel like I cant. Why does mobile have to mean limited functionality?
