Lightroom Desktop: Needs to be closed and reopened every time I open my computer

Every time I open Lightroom after having closed my computer, I have no choice but to close and restart the application. If it has remained open during when I close my laptop, it will not correctly download photos from my memory card or sometimes even correctly sync. It basically is frozen and nearly useless unless I quit the app and restart it. This didn't happen before the application update a month or two ago. Now it's become a necessary and recurring practice to basically turn the app "on and off" before I use it. It's inconvenient, it never used to be this way, and I would like this hassle fixed! Thank you.

Have similar issue on my MacbookPro with LR Desktop. Cloud Sync only happen when I close and re-open LR.

Are you both Mac or just Peter? What is your OS version? 
Did the behavior coincide with updating to Lightroom 3.3?

Hi Rikk, my MacbookPro is still on 10.14.6 and yes, I saw this issue after the last update. Have tried to replicate it on iMac which is running under Catalina 10.15.6, but without luck.
