Lightroom Desktop: Adjustment Brush Delays and failure to show updates

About Lightroom, I'm using NEC Lavie NM560KAW if it's important to solve this.
I'm fairly new to Lightroom and Photoshop but my Lightroom works extremely slowly. Not Photoshop, photoshop is working fine.

For example
- Can't use brush tool right. It's too slow so that the brush makes only straight line like it looks like it just connects some points I go through. (Sorry my bad explanation)
- Brush tool stopped showing the brush I already made(It won't show the blue dots), won't let me choose or add to the brush I made.
- It won't change when i adjust the brightness or whatsoever, I have to switch to other pictures once, and come back to see the change.

What I've done already
I deleted the pictures from My photo, so now there is only 8 which I'm working on now. I stopped using other app or anything when I'm using Lightroom. Restart didn't work. It's been a month since it got extremely slow.

But still ridiculously slow. What should I do?

Go to Preferences>Performance and uncheck the GPU option. Does the brush speed up?

The most important thing to do is to a) make sure you build smart previews when you import your photos and b) go to the performance tab in your preferences and check the box that says use smart previews for editing.

I'm using Lightroom, not Classic version though, is there smart previews in Lightroom? Sorry if this question is too stupid but I couldn't find it and I'm using laptop so I thought I should use Lightroom not Lightroom classic...

Sorry  I just noticed I choose the topic "Lightroom Classic" but actually what I'm using is Lightroom.

Reset your preference file as a first step: 

A Preference File will survive a Lightroom uninstall/reinstall. Sometimes weird behavior is corrected/cured by resetting the preferences.

Reset Procedure:

1. Close Lightroom.
2. Hold down [Alt/Opt]+[Shift] while restarting Lightroom.
3. Overwrite the Preferences when prompted by the dialog.
4. Close Lightroom.
5. Restart Lightroom.

Does the behavior continue after resetting the preferences?

I tried to use a bubble brush I created for an aquarium image and I can't get it to separate the bubbles.  I did use it successfully a year or so ago but on PS 2020, it doesn't work well.  Not sure if it is me or the brush tool. This makes me think it is the brush tool.  

Separate question:  Does Adobe ever provide an answer or a fix to any of these complaints or are we just talking to ourselves and hoping one of us who uses Adobe products can help us.  I really haven't noticed any help from Adobe on any of these questions.  However, I can't follow ALL of the complaints posted on this web site.
