Lightroom CC: Why doesn't it show 1:1 at full resolution?

If I open a photo from my Fuji Xpro2 and zoom to 1:1 the photos are blurry. If I look at the same photo in Lightroom Classic or even just Windows Photo viewer at 1:1 it looks nice and sharp like it should.

It almost looks like it's just blowing up the Smart Preview rather than showing me the full resolution.

If it was previously synced from Lr Desktop to LrM then it would be a Smart Preview showing in LrCC.

(That’s if you haven’t migrated?)

At the bottom of the Info panel, it'll tell you what size is available in the cloud and locally.

If I import the photo (full res) into Lightroom CC locally it still doesn't look full res and it seems the info panel is lying since it claims full res but visually it is obviously not the case.

I'm having the same issues as well. I took two screenshots of the same photo with the same settings either in Lightroom Classic CC and Lightroom CC. I zoomed in a lot and Lightroom CC has a very disappointing display quality.

This is a bug in LR CC with images that only have smart previews on the cloud I reported here: https://feedback.photoshop.com/photoshop_family/topics/images-synced-from-lightroom-classic-show-up-...

If you try to use certain tools (i.e. Healing Brush), does this pull down the Original?
