Lightroom cc needs a way to store smaller resolution previews to the cloud like classic does so that we don’t go through storage

Lightroom cc needs a way to store only smaller resolution DNG previews to the cloud like classic does so that we don’t burn through cloud storage

So why don't you use Lightroom Classic in that case? The idea behind Lightroom CC is that it stores your originals in the cloud. If you don't want that, then perhaps Lightroom CC is not for you and Lightroom Classic is more suitable for your needs.

At the moment LR Classic is more suitable and I do use it. My motivation behind this is that I'm always on the go. And often times when I get back home I don't want to spend even more hours sitting at my computer and editing. I could be so much more productive on the road. A workaround for this is using LR Classic, and then syncing to the cloud. Which does in fact upload smaller DNG files to which I can edit off of from LR CC, but looking at myself as more of a minimalist at times I'd rather use one program instead of two. The keyboard shortcuts are different on each program so it makes it frustrating at times to use both. Plus I just like the interface look of LR  CC more than LR Classic. I'm more of a hobby photographer than professional so LR CC is perfect for me with the exception that if I were to use it, I would fill up the cloud fast and the program would quickly run out of it's convenience for me.
