I pay for a creative cloud abonnement but I must pay for the lightroom cc on IOS. I don’t understand why?

Why you think you have to pay for the iOS App? Just install the app from App-Store and login with your Adobe credentials...

In the app they ask me to pay 4,99 euro
after 30 days

You are probably not logged in to your paid account. The 4.99 euro is for people who do not have Lightroom on their computer, and only want some online space to store the images from the iOS app.
