Can you get us a screen grab showing what you are seeing? It wouldn't hurt to have your monitor size and resolution if you can provide that too.

That looks like a normal Lightroom CC histogram.

Can you go to Help>System Info... and get us your installed version number (1.4 is current)

Version Lightroom CC : 1.4 [ 20180608-0705-e1ba7c8 ] (Jun  9 2018)

I do not see the top of the histogram (so I cannot highlight the burned whites and the blacks)

The clipping you are seeing at the top is normal for the Lightroom CC histogram.  It may clip very tall spikes vertically so that you can see significant data in the other areas.  Lightroom Classic and Camera Raw's histograms behave similarly.

That's a screenshot from Lightroom Classic rather than Lightroom CC. I'm guessing you want to click the triangles to show the clipping warnings? It doesn't work quite the same way in Lightroom CC, but hold down the Alt/Opt key while moving the Light panel sliders to see clipping warnings.

That is Lightroom Classic CC's histogram and it will also clip vertically under some circumstances.  The histogram you posted is from the cloud-based Lightroom CC.
