Adobe Photoshop file converter

I don't really know what you mean, but if you mean "I'd like to use Photoshop to save, eg, a TIFF as as JPEG," that can be done with an Action (and the action saved as a droplet if you want more convenience).

A little more information is needed here. 

For a example from JPG to JPEG.

JPG and JPEG are the same thing, just two different (and both valid) extensions. There is nothing to convert.

You still haven't explained what this converter is supposed to do and why you would need that.
