When I open an image from Lightroom Classic for editing in Photoshop (Edit In > Adobe Photoshop CC 2019) I cant use the menu items.

When I open an image from Lightroom Classic for editing in Photoshop (Edit In > Adobe Photoshop CC 2019), I face the following issues: The menus and commands in Photoshop CC are disabled. The keyboard shortcuts don't work.

I have tried Disabling the home screen in Photoshop and opening Photoshop prior to opening Lightroom Classic CC, but this work around does not help.

Any suggestions,
Thanks,
Bruce

Just a minor thing but make sure you're Editing as a Copy in Photoshop. If the source photo is not a jpeg or RAW file, PS might not recognize the extension.

It's a known problem.  With 2 work-arounds. 1: Open Ps first and then send the file from Lr. 2: Probably better, disable the Home Screen in Ps. Then it works again as supposed.

Bruce said he already tried those workarounds:
