Photos that failed to build a smart preview - can't be built

Question

This catalog has 221 photos that failed to build smart previews. They are all JPG images
Lightroom Classic CC
Windows 7

I tried to build the smart preview from the menu
none of them could be created
is this expected behavior?

Now there are 228 photos that appear in this counter of images that failed to build smart previews. All I did was add some keywords to some photos.

Now there are 218. What is causing this to change? All I am doing is adding keywords.

Try removing smart previews (Previews > Remove Smart Previews) then rebuilding them.
