Not a problem
Olympus E-M1X ORF Files not Showing GPS Coordinates in Metadata
The Olympus E-M1X can record GPS coordinates in the ORF RAW files. In Lightroom Classic CC, the GPS does not show in the metadata, BUT if you edit the same photo in Photoshop via Lightroom and save it back, the photo magically now has GPS coordinates. In other words, for the very same photo only the TIF has GPS coordinates and the ORF does not. Can Adobe please fix this, as the GPS data is in the ORF file?

I suspect that you have set a metadata preset that gets applied on import. In the Import window's Apply During Import panel, set Metadata to None and try a test import:
If that solves the problem, then the metadata preset that was getting applied had the Camera Information > GPS field blank but checked, which clears the GPS field on import. Just uncheck that box. (It's an obscure but fairly common mistake.)
