Lightroom: Swaps "Date Time" and "Date Time Original" in Location
In Library mode with the "Location" view of Metadata selected there are two timestamp fields:
"Date Time Original" which displays the timestamp currently in the Catalog (and the timestamp used for sorting)
and
"Date Time" which displays the original timestamp from the EXIF data on the source file.
this seems very backwards to me.

How can I change the date time input under list view?
even if I edit capture time, when I export using list view I still have a different date which I don't know how to change, you can see the right date - 2/5/2020 on the right and under it, the wrong date - 9/5/2020 which I have no Idea where it came from
any ideas? thank you!

Let's clarify the various metadata dates and times, which have confusing names:
Metadata Date: The last time an app changed any metadata field in the photo's file on disk.
Date Time Original: When the photo was "captured", i.e. when the shutter was pressed. (Stored in the EXIF metadata.)
Date Time Digitized: When the photo was transformed into digital form. For digital cameras, that's the same as Date Time Original, but for scans, when the photo was scanned.
Date Time: When an app last modified the photo for any reason. LR displays this, but contrary to the industry standard, never updates it except in exported photos. (People often mistake this for capture time.)
Date Created: The capture time as stored in the IPTC metadata. Industry standards say that apps should keep Date Created and Date Time Original the same, and LR general follows that rule.
When you invoke LR's command Metadata > Edit Capture Time, it changes Date Time Original and Date Created. When you invoke Metadata > Save Metadata To File, LR changes Metadata Date to "now".
"when I export using list view I still have a different date which I don't know how to change, you can see the right date - 2/5/2020 on the right and under it, the wrong date - 9/5/2020 which I have no Idea where it came from"
Date Time Original and Date Created (the capture date) are 2/5/2020. DateTime (when an app last modified the photo) is 9/5/2020, which means some app modified the photo on that date. Was it exported from LR on that date, or did you use another app?
What tool are you using to view the date/times in the exported photo?
To keep sane, let's use the labels that each program attaches to the various dates you're seeing.
