Lightroom quits before splashscreen

I am having an issue with Lightroom CC under Windows 10. Lightroom doesn't open at all. I have tried un/reinstalling to no effect. Photoshop CC runs fine, but LR is a no go. What could possibly be the cause?

Lightroom CS6/CC(2015) ran successfully up to about 2 weeks ago, when I used it last. I rolled back Windows update to before that time, no luck. Rolled back hardware drivers, no change. I tried renaming directories as recommended in some articles, no change. Tried editing the Preferences file, but the Preferences directory was empty. I am running out of ideas, any suggestion would be helpful.

To reset preferences you don't 'edit' or even go to a directory. That is version 5 and older procedure.

1. Close Lightroom if open.
2. Hold down [Alt]+[Shift] and launch Lightroom
3. Overwrite preferences when prompted by the dialog.

I receive a dialog box offering to reset the preferences, when I select "Yes" the box disappears and nothing happens.

If a preference reset doesn't launch LR, I recommend an uninstall, a reboot and a reinstall.

I uninstalled LRCC, deleted all of the directories in the User\xxx\Adobe\Lightroom directory tree, rebooted, and reinstalled from Creative Cloud (after logging out and back in.) After the install completes, I select the program in CC (or from the icon on the desktop or directly in the Programs directory), there is a brief 'donut' that lasts under 1 second and it quits. If I hold down the Alt+Shift keys, the reset dialog box appears, but when I click 'Yes' the donut blinks, disappears and I am back to no activity.
I have tried working through the compatibility troubleshooter, but it leads me to a verdict of 'incompatible program.' Is there something additional that I can try?

Do you use any onOne plugins? I remember that there was an issue with some of the older plugins that caused a loading at launch issue.

Found the cause with the help of several people, it was a Microsoft Visual C++ Redistributable file that didn't update (for some reason.) I reinstalled the VCR ffrom the Windows site and poof - the problem disappeared. Thanks for your help, that was 3 days of massive frustration.
