Lightroom: Image export is much faster after restart - CC 2016.6.1 and before

very simple to replicate, work with lightroom for a while them do an export for a bunch of images, you will notice the CPU will rarely go to 100%. Now restart lightroom and do the same export it will shoot up to 100% an will stay there until the the export is finished. You will also notice the export will be much faster for the same bunch of images.

I have been noticing it for a very long time probably since the beginning o CC 2016.

see CPU Graph below during export after lightroom restarted. lightroom finished exporting in less then a 60 second and all CPUs was maxed out to 100% since the start of the export.


This CPU Graph during export of the same bunch of images after working in lightroom for about 10 minutes. For one the export took double the time (hence you don't see the start of the graph) and the CPUs were utilised between 30-60% and rarely going to 100%.


I bet if you fixed that you will find other areas of the software will get faster as I suspect the slowness in export is a result of other performance issues.
