Assuming you're on a Mac, I think that's the way any full screen app does things. That is, if you, for example, go to YouTube and ask for full screen, I think it does the same thing. Indeed, I think it creates a temporary desktop (if you will) and uses that. At least, that's what happens when running inside Safari.
So this is probably working as intended.
(Same is true of, for example, various programming editors I use at my real job.)

Go to the Mission Control app on your Mac and check that you have not created separate spaces, and that LR is opening in "Desktop", not "Desktop 1" or 2 (the empty desktop?) Hover over the extra Desktop icon to see the "X" to delete it.

By default (I think), cntl- left/right arrow moves between desktops. These show up in Settings->keyboard->shortcuts under Mission Control. They can be disabled or changed there. There are also ^1-^0 to switch to desktop 1-10. I have all those turned off, but if, perhaps, you don't & you're expecting those to match some Lightroom command, maybe something's being interpreted at the wrong level.
