Lightroom Classic: When using Synchronize Folder, it incorrectly reports HEIC files as missing.

Another problem most likely related to this one - 
Synchronize Folder doesn't recognize HEIC files that need to be imported

Win10 / Lr Classic CC 8.0

When using Synchronize Folder, Lr incorrectly reports HEIC files as missing.

To reproduce -
 - In Lr, create a folder.
 - In Windows Explorer, copy a jpg and an HEIC file into the folder.
 - In Lr, right-click the folder and click Synchronize Folder.  The Synchronize dialog box will show 1 new photo to import, but will import both files.  This is the previously reported issue linked above.
 - After the import completes, right-click the folder and click Synchronize Folder again.  Remove missing photos count is 1.  Show Missing Photos shows the newly imported HEIC image, but the HEIC image is not missing - it's physically located in the folder, there is no missing file indicator (!), and the Develop tools still work fine.

And not only that... If you have a current HEIC file in a LR folder and you synchronize the folder, those images will be removed from LR. (while still existing in windows explorer) 
(Windows 10, LR Classic CC 8.0)

It seems like the synchronize code is using a different list of supported file formats than the import code.
