Lightroom Classic: Synching settings

I make my edits to an image then select 42 similar images and click "sync settings" in Library. All but 13 images are synced.  I deselect all and reselect the 13 images and run "sync settings" once again with no change.  These images are sequential shots.
After several attempts at synching the 13 images I finally had to save a Preset and apply to each of the 13 images.  First time I've seen this in current LR Classic.
