Lightroom Classic: Presets Missing after 9.3 upgrade

I'm afraid I have another bug to report, the import preset that I created for each camera I use have all disappeared.  Pretty frustrating.  Please let me know if you are familiar with this bug and if there is a way I can get these back, if not I will start recreating them. Just checked, Pamina, and you are correct, there's something wrong going on in the Presets Preference Panel! Under Raw Defaults the "Camera" dropdown is greyed-out! The settings I had created for my 3 Sonys are still in the right pane, but you can't click on them either. When I choose "Override master setting for specific cameras", you get a notice "Please wait while loading camera models", and then NOTHING ELSE HAPPENS, that notice just stays, nothing changes. Looks like a bug in LR Classic 9.3, huh!

Same here. All camera reverted to Adobe Default Develop Settings. There's no way to fix it because you can't select the camera model as shown below.

RAW Settings are BACK once you select an image in the Library Module, then open Prefs!

I have a file selected in the Library module, but the default settings presets I created are still not showing in Preferences> Presets. Everything is set for 'Adobe Defaults.' I then realized you need to check 'Override master setting for specific cameras. Hovering over that option reveals the text, 'Enable defaults specific to camera model.' Even after doing that the 'Camera Model' and 'Default' fields were no longer populated with the presets I had set for my defaults. Fortunately, the actual presets used are still in my User Presets folder so I can redo them.
Is anyone else having this issue?
