Lightroom Classic not consistently recognizing JPEG Sidecars Raw imports

Since the most recent update, I've seen very inconsistent results with Lightroom Classic importing CR2 with JPG files as sidecar files. Sometimes, if everything is just perfect, it works. If anything is off -- say there's previously imported files, or there's not a perfectly matching set of CR2's to JPG's, the import will grab everything as separate files, which will require subsequent cleanup. Has gotten to be REALLY annoying. I know others have seen this -- and there may be a previous report or two about it. Just adding mine. 

Best (though not consistently effective) work around: Always clean the card off after an import so you have a clean starting point for next import.

Correct.
Always Format card in camera after importing images from it. Then there is no problem.
Or stop shooting RAW + JPG.
Or let LrC import the JPGs as a Separate files.

I personally don't see the reason behind allowing LrC to actually Copy the JPG off the memory card and place them in the same folder as the RAW files, Make a Record of the JPG files in the Catalog file (in the LrC database), Take up space on the hard drive, but Not show them.
The only way to see them or to Delete them, other than deleting the corresponding RAW file, is to use the File Manager for the OS you are using.
That defeats the purpose behind LrC, IE to show and keep a record of ALL your Images.

How are the files getting from the camera to the computer? Is the camera connected by a cable? If so, I've seen reports of this causing your problem. So try using a card reader instead.

There is a preference to treat them as separate files.
