Lightroom Classic: Need batch Auto Level capability similar to the new Auto Tone (December. 2017 update)
Auto level batch apply to in bulk to photos, each with unique orientations. Allow as a setting upon import. Ideally, I want to be able to apply the new Auto Tone (December 2017 release) and auto level upon import.

Create an image and apply AutoTone, Level, and then save the the preset with the above boxes checked. Then, in your Import dialog, apply the Preset on import. I did a quick test and it seems to work ok here.

Are you saying that using a preset rather than Auto Sync, each file is reviewed and leveled independently?

"When I tried to use auto level upon import or batch setting (Auto Sync), all the images adjusted according to the first image imported or the “most selected” image in the batch."
This is a very confusing, obscure area of LR. To eliminate confusion over terminology, try these exact steps:
1. Select several photos that haven't had Transform > Level applied or synced before.
2. Go to Develop.
3. In the Transform panel, select Level.
4. At the of the right column, make sure auto sync is off:
5. Click Sync..., then Check None, then check Transform, then uncheck Upright Transforms and Transform Adjustments. It should look exactly like:
6. Click Synchronize.
This will adjust each of the selected photos as if you had gone into Develop for each individually and clicked Transform > Level, i.e. getting their own auto level settings.
If you accidentally check Upright Transforms, that copies the particular transformations from the current photo, overriding the automatically calculation you want done on each photo. If you check Transform Adjustments, that copies the additional manual adjustments from the panel (Vertical, Horizontal, Rotate, etc.).
A similar admonition applies to creating presets or doing Photo > Develop Settings > Copy/Paste Settings.
Finally, note that turning Auto Sync on:
has the effect of copying not only the Level setting but also the actual transformations of the current photo, as you may have been observing.
