Lightroom Classic face recognition no longer performed after import

I started using Lightroom Classic a month ago. I have run face recognition through all 37,000+ of my photos. It worked great. In the last week, it stopped trying to perform any face recognition at all. After a new import, I always get "No people found". This is despite the "Edit / Catalogs Settings / Face recognition / Automatically detect faces in all photos" being checked.
I have toggled it back and forth, and the setting no longer appears to have any effect when I import new pictures (selfies just taken from my smartphone).
Sometimes, the face recognition will run the next time I restart Lightroom. Sometimes not. It is not very consistent.

One thing that does work is to clobber the file

"C:\Users\Julien Pierre\AppData\Roaming\Adobe\Lightroom\Preferences\Lightroom Classic CC 7 Preferences.agprefs"

And then let Lightroom create a brand new one. At that point, the face recognition runs properly as expected. However, I have tons of preferences set in Lightroom that I don't want to lose and reset.
I have made a backup of the preference file that causes the issue to be reproduced. I would be more than happy to provide it for purpose of reproducing the bug. It doesn't appear that this site will let me attach it, however.
