Lightroom Classic: Create preset folder

When I attempt to upload my presets (Microsoft update crashed my computer and it is now fixed) it will not let me create a folder to import a set of presets, anyone know how to fix this or why this would happen?

From the link- https://lightroomkillertips.com/managing-develop-presets-7-3-update-classic/
the only way within Classic to create new preset folders is to create a new (dummy) preset, and within the New Develop Preset dialog, you can click the Group drop-down menu and choose New Group to create a new group/folder for your new preset
