In the top folder you see your Lightroom Classic catalog, with its helper data and the destination of the photos that are synced down from the cloud. The other three items (two folders and a file) are the local cache created by Lightroom CC, which is apparently also installed and used on your computer. All is fine.

Lightroom Classic files:
Lightroom Catalog.lrcat is your Lightroom Classic catalog
Lightroom Catalog Previews.lrdata is your standard/1:1 previews
Lightroom Catalog Smart Previews.lrdata is your Smart Previews
Lightroom Catalog Helper.lrdata is the folder search cache
Mobile Downloads.lrdata is the default location for photos downloaded from the cloud by Lightroom Classic
Lightroom Masters is probably where you've stored your original photos

Lightroom CC files:
Lightroom Library.lrlibrary is the local cache of the cloud contents, used by Lightroom CC
Lightroom CC Saved Photos is a default save location for photos exported by Lightroom CC

"Lightroom Masters is probably where you've stored your original photos".
The word "Probably" makes me a kind af nervous, since it is empty. So what might be the meaning with this folder?
Interesting  in  LRClassic working with the Collection "From Lightroom CC" in Develop   you work with extreme small files when Paused. But Develop functions. (Nomal working only when chosen SmartPreview)

Yep, as Johan says, if it's empty, you can just delete it. To find out where you really stored your photos in LR Classic, open it and right-click on a folder and choose Show in Finder. That'll take you there.

Come to think of it: ‘Lightroom Masters’ is a folder that is created by the Aperture/iPhoto Import plugin. If you did migrate from Aperture or iPhoto to Lightroom, then that is where your originals are stored. If you did not really migrate, but ran the plugin just to see how it works, then this folder may be empty.
