Lightroom Classic 9: Photo navigation broken

Question

In Library mode, Navigator preview pane in the bottom, shows wrong photo. When I select photo in grid view, navigation pane is not updating. Arrow keys are not moves cursor in Loupe view. In develope mode cursors sometimes works, sometimes dont, i need to switch between modules and views, to fix it temporary.

No issues with WIn 10 for me. Have you cleared Cache and dones a reorg of catalog?

To build on Yves' and Edmund's recommendation, definitely try resetting LR's preferences:

LR not infrequently soils its preferences file, which causes many weird things to happen in the application. When others have encountered similar symptoms, resetting often fixes it.
