Lightroom Classic 7.4 "Not Responding" on Startup - Windows 10

After installing Lightroom Classic 7.4 on my Windows 10 PC, every time I start Lightroom it shows as "not responding" for 30 - 120 seconds or more. This only started after the install of 7.4. The behavior is similar on my primary catalog of over 70,000 images and smaller catalogs of 300 - 500 images, so catalog size does not appear to be a factor.

I have a Windows 10 PC with 16 GB of memory.

Alan, if Lightroom 7.3.1 was working fine before the update, I would recommend a reinstall.

Using the CC App uninstall Lightroom 7.4.
Restart your computer and don't run any other applications. 
Reinstall Lightroom 7.4 from a fresh download via the CC App. 
Launch Lightroom. 
Let it sit for 15 minutes or so.
Close
Reopen. 

How much time did the last reopen take?

I followed your instructions and that seems to have fixed the issue. Now it opens with only a slight pause and then seems to initialize rather quickly. 

The last reopen before I did the uninstall and reinstall took almost 5 minutes.

Have others experienced similar behavior? Why would that have resolved the issue?

Not that I am aware of. Generally slow performance after install (in many previous versions) was indicative of an installation issue. Reinstall usually cures it.

It seems I am still getting the "Not Responding" for a minute or more on LR startup
every fourth or fifth time. I am also frequently (3 - 5 times a day) getting the error "An internal error has occurred: ?:0: attempt to index a nil value".
