In Lightroom 5.x after the same action CTRL+ALT+S worked

We are unable to reproduce this issue internally on multiple operating systems including Win 7. Can one or both of you share the exact steps you are using to trigger the issue? Also - please verify that the settings that you are attempting to sync via the keyboard shortcut are checked in the sync dialog.

Select two images in Film Strip
[CTRL][Alt][S]
Images should sync with no dialog visible.
instead
Images do not sync. HP Dialog pops up instead.
All Sync settings are checked

Thank you for posting the videos. I was finally able to reproduce this issue with a clean install on Win 10 and have filed a bug report. Thank you for bringing the issue to our attention.
