Lightroom bug: Shortcut error for 'Merge-To Pano or HDR'

Sometimes when pressing shortcuts for Merge to Panorama (Ctrl + M) or HDR (Ctrl + H), external applications open instead of the relevant ‘Merge to’ dialog box. There doesn't seem to be a pattern as to when this occurs.

Hm, I got this problem after exporting some images, but for me a "select folder" dialog showed up, as described here: https://feedback.photoshop.com/photoshop_family/topics/export-breaks-merge-shortcut?rfm=1&topic_submit=true

So it looks like one of you is on a German system. Are you using a German keyboard? Is Lightroom being run in English? 

Frenchfries, is your system and or Lightroom also something other than english? What language keyboard in your case?

I'm running a German Win10 with a (probably) German LR CC and German keyboard layout. See my linked post for more details/some ideas/questions.

lhiapgpeonk reports that the problem has gone away, at least for now: https://feedback.photoshop.com/photoshop_family/topics/export-breaks-merge-shortcut?topic-reply-list... This would be consistent with the original poster in this topic, who observed the problem was intermittent.

Seems related to localized set up and or mix of locales across OS, app & keyboard. If we can narrow down steps for environment setup and steps to reproduce, I can have an eng look into it.

This problem still occurs periodically - English keyboard here. I cannot provide steps to reproduce as it rather sporadic. Win 10
