I usually crop first to get the look I want and then edit in PS to fix something ALWAYS forgetting I have cropped and then customer asks for a different size or angle.  It is impossible to reenact the exact same fix again and very time consuming.

i like the way CaptureOne has handled this with options to export Cropped, Not Cropped or Not Cropped but with a path for the crop.

If you open the image in Photoshop as smart object, then you can ‘undo’ the crop by double clicking the smart object if needed.

Postpone cropping until after your PS edits.  If in LR you can't make other edits well in the un-cropped image, then crop at the beginning as you like to do.  But, then, just before sending to PS, uncrop it and send an uncropped version with LR edits to PS.  Upon return from PS, once back in LR, re-crop the file returned image from PS as desired and send to customer.  If customer wants different crop you can then accommodate the request in LR as the whole capture size will still be available.
