This is a scan or a digital image shot with a camera of an older B&W printed photo. Correct?
There isn't mush you can do in LR. In PS, and if you have a Higher Resolution copy, there are some things you might be able to do.

The posted scan image is not very good and will limit the results achievable in LR or PS. What size and condition is the original print and how are you scanning it? You can use the LR Develop module controls same as a regular picture, but defects in the print are more easily corrected in PS using its Content Aware Spot Healing Brush and Clone Stamp tools.

I like the design photo. It's very pretty. But I have some suggestions for you If you use clipping path service than it will look more gorgeous.

Barbara Gentry: The best restoring expert I know is Deb Pieti who can be contacted at  deb@fab-photo.com. She has several articles that have appeared in Photoshop User magazine (the online magazine from KelbyONE.com. Deb is also doing a lot of high grade restoration work for the Hoover Museum, specificly  the archive photos about the author of Little House on the Prairie books. She is very talented, and offers restoration services. I have had her do a couple as a surprise for my wife and her sister, about which we were very pleased. By the way, her charges are very reasonable!

Wow, this conversation seems very important and useful regarding photo restoration process. I'm also wondering for authentic tutorial source on photo restoration process, as I'm working on different image post production platform. This thread will help in my work as well.

" working on different image post production platform. This thread will help in my work as well."

Could you be a little more specific as to what you want from this thread? I am unclear whether you are  (1) simply using a different program, or (2) trying to develop one...

As to tutorials: Kelby ONE has several.
