Default behaviour to be to ‘not download when syncing Classic with CC’.
Default behaviour to ‘not’ download full high res image from cloud storage to local drive when LR Classic sync’s with CC.
This would allow users to continue to sync Collections from Classic to make them available on other devices, without downloading ‘all’ images stored in the cloud to a local drive.
Also, the ability to ‘download only selected Album(s) or Folder(s)’ when syncing LR Classic with CC.
This would allow download from cloud storage to local drive only of images to be specifically processed for use in the Print or Book module for example, or if full Classic processing/functionality (eg export) is needed on any specific image(s). To free up local storage and avoid duplication of stored images, these (downloaded) images could be deleted from local storage once the project is complete as they will remain stored in the cloud and still fully accessible via CC or able to be synced again by selecting the Album and re-sync’ing.

You'd probably have better luck requesting print and book functionality being added to CC, whether as part of the app itself (for Print), or third-parties like Blurb being able to build their own web tools to access the photos already stored in the Lightroom cloud to design books.
