Clone vs Heal Brush

I would expect clone to, well, clone the spot of my choice, not alter in anyway such as smear, lighten or darken but neither selection does that. They both apply odd streaks with light smears along an edge.

Suggest posting a screenshot showing the issue. Also if the image is cropped try the Clone tool with the image uncropped.

Why? What would cropping have to do with anything. I ask for a clone I should get an exact duplicate of the selection. I can understand some poetic license with healing.

Just checking to make sure part of the clone circle isn't outside the crop selecting something you can't see. As mentioned below using a high Feather setting can also cause what you're seeing.  If adjusting the Feather setting doesn't fix the issue I suggest posting a screenshot.

do you have feathering on?
I find with lightroom (not sure of ps) that if the destination (thing being overwritten) has a constrast (color or luminance ) edge near the edge of the mask, i get some weird flaring effects
