Add Auto setting to local adjustment tools

Add an Auto setting control to each of the local adjustment tools, Graduated Filter, Radial Filter and Adjustment Brush. This Auto setting should only take into account pixels that are selected by the local adjustment and the current Crop area. The degree to which pixels are selected by Feathering and Range Masking should also be taken into account by the tonal evaluation process.

This idea was inspired by Todd Shaner's excellent idea "Center-Weighted Option for Auto and Manual Tone Settings" idea

and the fact that since LR Classic 7.1, the Basic panel's Auto setting 'intelligently' only takes into account pixels within the current Crop area.
