Moving corners of smart object seems to be snapping when using transform distort, but snapping is turned off.

For years I have been able to draw a rectangle, convert it to a smart object, then use Transform Distort and drag the corners smoothly to the precise place I need them. After updating to the 2019 Photoshop, I go through the same process of creating a smart object from a rectangle, but when I try to use Transform Distort and move the corners, they jump around like they are snapping to something and I can never get them even close to the place I need them—even though snapping is turned off.

However, the Transform Distort works smoothly as expected to the rectangle BEFORE I convert it to a smart object. But AFTER it is a smart object, it doesn't work correctly.

I had the exact same problem. If you hold the Shift key while making the transformation, it distorts as usual. Must be some kind of glitch on Adobe's end.
