PHOTOSHOP - Zoom tool no longer draws a marquee when scrubby-zoom is disabled

Zoom tool no longer draws a marquee when scrubby-zoom is disabled. Every other tool that selects or otherwise covers a 2D area does... So this is a regression, and it negatively impacts performance and usability.

Which version of Photoshop are you using?
Which OS version are you using?

I just tried the zoom tool with "scrubby" off, and it draws a marquee just like it has for the past 20 years or so.

Maybe it's an el cap thing. I just tried it again. It does indeed draw the marquee about 1.5 seconds after I stop dragging if I keep the mouse still and don't release the mouse button first. Selection marquees draw instantly.

Yes, that sounds like it might be a video driver issue causing delayed drawing for some reason.

Please let Apple know about this problem in their new OS version so they can try to fix it quickly.
