Photoshop CC 19.1: "Your tool options bar will be clipped because your monitor scale factor is too large" (win 8)

My PC settings have not changed since the last PS update nor changed in the last few years. All OS re-installed and all drivers up to date. PS at its 200% GUI is now larger than it used to be thus I get the message "Your tool options bar will be clipped because your monitor scale factor is too large". This message is given even if my PC desktop is set to a normal scaling of 100% or 125% and 150%. The GUI shown, is different than the previous PS GUI - the writing is clipped in the info-bubble, this never was the case.

If you're on 8.1, then Photoshop's preference is the only thing that will change its scaling. In Photoshop, go to Preferences > Interface... and se the UI Scaling to 100%.

I have copied Photoshop.exe 19.0.1 into the folder and renamed the PS19.1.0.exe to something else. PS is now working. Therefore there is a bug in the 19.1.0 exe code.
