overlayswill not move to background image

For some reason i cannot get my overlays to convert to normal layer and go over my background image. It only works sometimes. I can drag it to my background but im just hoovering over the layer title and nothing happens. Help please!!

Howdy Antonio,

You're having trouble with Photoshop?  Which version?  On which OS?  Could you post a screenshot or more detailed steps so we can help you out?

Thanks for replying. Im using photoshop cc 2019 (20.0.0) on windows 10.
Ill try to add the screenshot below.

Im having trouble posting the screenshot because its not PNG, JPG or GIF

I dont know how to explain that when I try to add an overlay to a photo, normally I drag the overlay and photoshop says "the current selected layer is a background layer cannot move butI can convert it to a normal layer and then change the attributes" well now Im not getting that message and i cannot move the overlay to my image.
I hope I explained that correctly.

No worries, man.  Have you tried to simply grab the layer from the Layers panel and drag it to the new document?  I just tried that on both Win and Mac and it worked fine in the currently-shipping version of the app.  Does that work for you?
