Camera Raw 12.3: Crop Tool stops working when using Wacom One in mouse mode.

I use a Wacom One as a mouse replacement. After installing v12.3 of Adobe Camera RAW, the crop tool stopped working. Even while using a mouse, the crop function in Adobe Camera RAW and Lightroom are not working like before. The response is not real-time. This has affected my workflow a lot and my project deliverables are impacted by this.

Use Case #1: While using Wacom One - Mouse Mode:
When I click and drag from a corner, the crop overlay simply gets stuck while I continue to move the mouse pointer. Will share a video recording.

Use Case #2: While using Standard Mouse and Wacom One - Pen Mode:
When I click and drag from a corner, the crop overlay's response is not real-time. Will share a video recording. This use case is possibly related to https://feedback.photoshop.com/photoshop_family/topics/acr-crop-tool-problems

My computer spec - i5 4th Gen, 24GB DDR3 RAM, Windows 10 Pro and Adobe apps running on SSD, No graphic card. Never had a problem before with PS/ACR/LRCC.

Photoshop:
Edit -> Preferences -> Performance -> Graphics Processor Settings.
Detected Graphics Processor - Intel HD Graphics 4600
Use Graphics Processor is enabled by default
Under Advanced Settings, Drawing Mode is set to Advanced.

Adobe Camera RAW 12.3/12.2:
Preferences -> Performance
Use Graphics Processor is set to Off with an alert below "Camera RAW graphics acceleration is not supported by your system"

I just updated Photoshop and also installed Camera Raw 12.4.

Use-Case #1 is resolved. Thank you, Adobe!
Use-Case #2 persists.

Wacom Driver Version: 6.3.39-1. Updated it to 6.3.40-2. This didn't help.

Use-Case #1 is resolved. Thank you, Adobe!
Use-Case #2 persists in Wacom One - Mouse Mode, Wacom One - Pen Mode, Standard Mouse. The Crop overlay movement is not smooth and real-time like the older versions of ACR.

Problem solved: I installed a brand new graphics card (Geforce GT710 with 2GB DDR3) in my Windows desktop. Whatever problem that I have reported in this post got resolved.
