Photoshop: "Load layers can not merge Smart Object documents. They will be skipped."
When in Bridge, two images selected, then to the Tools Menu: Load Files into Photoshop Layers, results in "Load layers can not merge Smart Object documents. They will be skipped." Error.
I DO (and always have had) Open as Smart Objects setup in my Camera Raw Workflow settings.
What's up with this new-ish error?
This was not a problem in the past.

Yeah, good point. I came up against this the other day too- assumed I was doing something wrong and had to do it manually. Seems like a fundamentally very useful thing to be able to do.
This is my signature. There are many like it, but this one is mine.

I see the same problem with Photomerge. Using Bridge 2021 11.0.0.83 and Photoshop 22.0.1 I get "Photomerge can not merge Smart Object documents. They will be skipped". This worked fine with Bridge and Photoshop 2020. On macOS 10.14.6 Mojave.

I had the same issue, and find a way to work around it:
1. Open all the files in Bridge/Raw.
2. Select all the files.
3. Select "Open", not "Open Object", to open all the files in PhotoShop.
4. Under File, select Automate->Photomerge.
5. In Photomerge, click on the "Add Open Files" buttom, and other selections.
