According to this Adobe announcement, LR Classic 6.14 continues to be an "authorized version" (the announcement says "6.1.4", but almost certainly that's a typo).
My CC desktop app shows that it is still available for download, and it is also still available for download from here: https://helpx.adobe.com/download-install/kb/creative-cloud-previous-version-apps-download.html (The CC desktop app manages older versions of LR even if they were perpetually licensed rather than subscription-licensed.)
However, LR 4 and 5 are no longer available from that download page. They're probably still available for download from third-party sites (Google for them).
This smells like a result of the licensing dispute between Dolby and Adobe. The announcement said,
"Please be aware that if you continue to use or deploy the older, unauthorized versions of Creative Cloud, you will not have third-party claim coverage pursuant to your contract with Adobe. Should you continue to use or deploy these unauthorized versions, you may be at risk of potential claims of infringement by third parties."
Perhaps that means that the Dolby license for older versions of LR 6 and for LR 5 and 4 has expired or is being legally disputed, and Adobe is warning users that they could be sued by Dolby if they continue to use the products. Just an educated guess, though -- it's unlikely Adobe marketers and suits will disclose any details.
In a help article published 4/2/2019, Adobe announces that Creative Cloud apps are now using native OS support for decoding Dolby audio and no longer provide the capability for encoding such. The date of this article is suspiciously close to the date mentioned in the announcement: " CC 6.[14] downloaded after 03/13/2019". Looks like they patched the 6.14 download for some reason (e.g. to remove Dolby technology).

It's sadly amusing Adobe's employees can't get their own product naming straight. Obviously, there was no Lightroom Classic CC 6 / 5 / 4. There was Lightroom CC 2015 (versions 1 - 12, subscription), Lightroom 6 (versions 1 - 14, perpetual), Lightroom 5 (perpetual), and Lightroom 4 (perpetual).
But the intended meaning is clear that the following Lightroom versions are unauthorized: CC 2015 (all versions, 1 - 12), 6.13 and earlier, 5, and 4. Accordingly, these versions can no longer be downloaded from adobe.com or the CC desktop app. But 6.14, Classic CC 7, and Classic CC 8 remain authorized and can still be downloaded.

For perpetual license owners, your existing installs are fine. If you need to reinstall, only the latest Lightroom perpetual (6.14) is still available on the public download pages, although customer services have access to earlier versions. If you purchased direct from Adobe, the download links may also show in your account under Order History.
For subscribers, if you're on LR Classic 7 or later, you don't need to do anything. If you're on CC 2015.14 or earlier and can't upgrade to LR Classic, then uninstall, and reinstall 2015.14 from the CC app (currently showing as 6.0, but really 2015.14/6.14) to remain perfectly above board. If you choose not to bother, all that scary legalize is Adobe removing themselves from legal responsibility as they've declared it unauthorized.
