Thank you for writing the query. We have noted down your question and if feasible, we will try to incorporate this in our product for Windows platform as well. I will post an update here.
Thanks!
Nidhi Bhushan.

If feasible? WTF is that supposed to mean? I have searched Google for about 5 minutes and have ran across over 30 different posts about people complaining about this.

2020 version of Premiere elements has HEVC support for Windows. You can give it a try using the trial version.
Also, you can find your videos faster with smart tags applied to them in this release.
For more details, check this https://www.adobe.com/in/products/photoshop-elements/whats-new.html
For any other suggestions, please let us know.
Regards,
Nidhi

I've bought HEVC extension for Windows 10 (0.99€), I cab read HEVC file with any of my video players.
BUT I'm not able to use HEVC files with Premiere Elements 2019. I followed a lot of advices (clear cache, give extended permissions to the HEVC CODEC), with no result :-(
I tested with GOPRO Hero 6 HEVC videos.

I've read that Premiere Elements does support H.265 now for importing files.
But what about exporting in H.265? I don't see anything about that
