Photoshop Elements 12 and Premiere Elements 12 Editors stopped working

I purchased Photoshop Elements 12 and  Premier Elements 12 in 2014 (now 2018) and have used successfully for 3+ years.  Since upgrading to Windows 10 neither Editor will open.  I am running Windows 10 Pro on 64 bit OS. Organizers open, but cannot launch Editor.  Have uninstalled/re-installed 3 times (as admin user), tried just about every suggestion in Adobe and Photoshop forums. Nothing works. Any new ideas in 2018?

Are you installing 34 bit or 64 bit? Try both ways.

My laptop OS is 64 bit ... I don't see an option to install Elements as 32 or 64?

Maybe setting compatibility mode to Windows 7 or 8 will fix this. Find the editor .exe file and right click it. Click Properties and select the Compatibility Tab. At this point you can run the Compatibility Troubleshooter or make a selection. I suggest running the Troubleshooter. 
If that doesn't work, try Disable Fullscreen Optimizations. If that's not successful, try Change High DPI Settings.
