I've been making some changes to scratch disks and after restart PS gives me errors and refuses to start.
"Could not open a scratch file bacause the file is locked
or you do not have the necessary access privileges. Use
the 'Properties' command in the Windows Explorer to
unlock the file."
and right after that
"Could not initialize photoshop because the file is
locked or you do not have the necessary acces privileges...."
The rest is the same...
Is there any way to change the scratch disks setting without opening the PS?

Most likely you have messed up permissions on the TEMP directories and possibly the root level of your disks.

I didn't know that my account doesn't have full administrator rights and I couldn't log on Administrator hence it was desabled:/ Don't know when I did that...
Boot to Safe Mode, enabled Administrator acc, added administrator rights to my acc and boot again...

Solution (Windows)
Navigate to C:\Users\[USERNAME]\AppData\Roaming\Adobe\Adobe Photoshop CS5\Adobe Photoshop CS5 Settings
Delete either file (depending on version):
Adobe Photoshop CS5 Prefs.psp (for 32bit version)
Adobe Photoshop X64 CS5 Prefs.psp (for 64bit version)
Open Photoshop (hold ctrl-alt-shift for admin mode if needed)
Edit > Preferences > Performance
Check Scratch Disks and verify C:\ (system) is not checked. -
