Photoshop Elements: How do I horizontally or vertically align/center a layer? (PSE 7)

I'm using Photoshop Elements 7. Does anyone know how to vertically or horizontally center a layer within my document?

Select the Layer and the background layer. Select the move tool and click Align options in the tool options bar.
